Four states voted on cannabis initiatives on November 5, 2024.
Arkansas
Arkansas 2024 ballot measures:
Medical Marijuana Expansion Initiative. This measure would make additions to some provisions of the Arkansas medical marijuana program. According to Ballotpedia, it would:
- Allow medical marijuana patients to grow marijuana.
- Allow physician assistants, nurse practitioners, nurses and pharmacists to certify patients.
- Expand qualifying medical conditions and allow patient assessments through telemedicine.
- Reduce restrictions on marijuana advertising.
- Accept out-of-state medical marijuana cards and allow adults to possess up to 1 ounce of marijuana if changes are made to the federal law to remove marijuana from the schedule of controlled substances.

Florida
Florida 2024 ballot measures:
Marijuana Legalization Initiative. This measure would legalize marijuana for adults 21 years old and over. Individuals will be allowed to possess no more than 3 ounces of marijuana and no more than 5 grams in the form of concentrate. This measure would also permit existing Medical Marijuana Treatment Centers as well as other licensed entities to purchase, cultivate, process, manufacture, distribute and possess recreational marijuana.
Status: Defeated (Yes 55.7%, No 44.3%)
Nebraska
Nebraska 2024 ballot measures:
Medical Marijuana Legalization Initiative. This measure would enact the Nebraska Medical Cannabis Patient Protection Act which aims to legalize the use of up to 5 ounces of marijuana by qualified patients for medical purposes, provided they have a written recommendation from a health care practitioner.
Status: Approved (Yes 70.62%, No 29.38%)
Medical Marijuana Regulation Initiative. This measure would enact the Nebraska Medical Cannabis Regulation Act which aims to legalize the possession, manufacture, distribution, delivery and dispensing of medical marijuana by registered private entities. It would also establish the Nebraska Medical Cannabis Commission to regulate the registration process and the registered entities.
Status: Approved (Yes 66.83%, No 33.17%)
North Dakota
North Dakota 2024 ballot measures:
Marijuana Legalization Initiative. This measure would legalize recreational marijuana. Individuals would be allowed to possess no more than 1 oz of marijuana, 4 grams of concentrate and 300mg of edibles. Individuals would also be allowed to grow three plants with a maximum of six plants per household.
Status: Defeated (Yes 47.45%, No 52.55%)
South Dakota
South Dakota 2024 ballot measures:
Marijuana Legalization Initiative. This measure would legalize the recreational use, possession and distribution of marijuana for individuals 21 years old and over. It would allow the possession of no more than 2 ounces of marijuana, 16 grams of concentrated cannabis and cannabis products containing up to 1,600mg of THC. Individuals would be allowed to grow a maximum of 6 marijuana plants with up to 12 plants per household. The smoking of cannabis would not be permitted in public places or where it is prohibited to smoke tobacco.
Status: Defeated (Yes 44.18%, No 55.82%)
