On April 24, 2025, the Danish Parliament formally adopted Bill L135, establishing a permanent legislative framework for medical cannabis use, and the new law came into effect on January 1, 2026.

Since medical cannabis became available to patients in the Czech Republic in 2015, more than 1,200 kilograms have been dispensed by 2025, with the average monthly number of patients steadily increasing every year. In May 2025, the Czech Republic became the fourth country in Europe to approve a national adult-use cannabis legalization measure.

France is progressing towards establishing a permanent regulatory framework for the medical cannabis market which could generate €806 million in annual revenue by 2035.

Cannabis is legal in Switzerland for medical purposes and the country is currently running seven pilot trials for adult-use cannabis with around 104,000 active participants as of June 2025. Switzerland is also in the process of drafting a new law that if approved would legalize adult-use cannabis use and establish a regulated commercial market.

As of March 2026, some form of medical cannabis (or cannabis-based medicine) is legal in 25 countries across the region, with a further 9 having decriminalised the personal use of cannabis, and 4 having legalised cannabis for recreational use. The European cannabis market grew from €870 million in 2024 to €1.45 billion in 2025 and is projected to surpass €2 billion by 2027.

The Netherlands officially launched the experimental phase of its “Controlled Cannabis Supply Chain Experiment” on April 7, 2025, becoming the first country in Europe to implement a regulated framework for the commercial cultivation and retail sale of adult-use cannabis.

With a rapidly expanding patient base and a surge in prescriptions, the UK has solidified its position as the second largest medical cannabis market in Europe, now valued at over £233 million.

Spain is the seventh largest producer of medical cannabis in the world. Its output of medical cannabis multiplied more than 90 times from 400kg in 2018 to 36,000kg in 2024.
