While, some states allow cannabis transportation as part of other cannabis licenses, other states have a stand-alone cannabis transporter license that allows the movement of cannabis and cannabis products between licensed facilities. Unlike delivery licenses, they do not allow transportation of cannabis products to consumers. Currently, sixteen states and Puerto Rico have a stand-alone cannabis transporter license – Alabama, Arkansas, California, Colorado, Connecticut, Illinois, Massachusetts, Minnesota, Mississippi, Missouri, Montana, Nevada, New Jersey, New York, Oklahoma and Washington.
A Secure Transporter license allows to store and transport cannabis for a fee upon request of a licensee. The license is valid for one year.

A Transporter/Distributor license allows to acquire, possess, deliver, transfer or distribute medical cannabis to a licensed dispensary, cultivation facility or processor. Licensees may store cannabis at their licensed facility if they are unable to complete delivery within the designated allowable times.

There are two transporter license types in California. The Cannabis Distribution License Type 11 allows the movement of cannabis and cannabis products between cultivation, manufacturing or distribution premises as well as the movement of finished cannabis goods to retail premises. They can also provide storage services to other licensees and arrange for testing of cannabis goods.
The Cannabis Distribution License Type 13 allows the movement of cannabis and cannabis products between cultivation, manufacturing or distribution premises but does not allow for the transportation of cannabis goods to a licensed retailer.
The licenses are valid for one year.

A Retail Marijuana Transporter license allows the transportation of recreational cannabis between licensed recreational cannabis establishments or to a Pesticide Manufacturer. A Medical Marijuana Transporter License allows the transportation of medical cannabis between licensed medical cannabis establishments. Both licensees can also temporarily store the transported cannabis at their licensed premises or off-premises storage facilities. However, they cannot store cannabis for more than 7 days after receiving it. The licenses are valid for two years.

Connecticut has a Transporter license which allows to transport cannabis between cannabis establishments, laboratories and research programs. Transporter licensees cannot hold cannabis for more than 24 hours from the point when they obtain cannabis from a cannabis establishment and the point when the cannabis is delivered to the destination.

Illinois has a Transporting Organization license which permits the transportation of cannabis and cannabis-infused products on behalf of a cannabis business establishment. The transporter licensee is not allowed to have a warehouse or overnight storage and therefore may not hold or store cannabis and cannabis-infused products outside of the transportation time.

Massachusetts has two transporter license types. One of them is the Existing Licensee Transporter which is available to only licensed cannabis establishments and permits them to purchase, obtain and possess cannabis or cannabis products solely for the purpose of transporting, temporary storage, sale and distribution on behalf of other cannabis establishments or medical treatment centers (MTCs – medical cannabis establishments) to other establishments.

The other license type is Third-Party Transporter which is available to those who do not hold another cannabis establishment license or an MTC license and allows the licensee to transport, temporarily store, sell and distribute cannabis or cannabis products to cannabis establishments or MTCs.

A Transportation Facility license allows to transport cannabis products to or from a marijuana facility or to a qualifying patient, primary caregiver or consumer. Transportation facilities must transport all cannabis to its destination within 24 hours, unless circumstances require an extension. Transportation facilities should transport cannabis from point A to point B and cannot hold the product for any reason except for delivery efficiencies. An offsite warehouse may be requested as a transportation hub.

A Transporter license in Montana allows to transport cannabis and cannabis products between licensed cannabis businesses or to medical registered cardholders but not to adult-use consumers. The license is valid for two years.

To be able to store cannabis and cannabis products temporarily, a transporter can apply for a storage facility endorsement.

The emergency regulations for Nebraska’s medical cannabis industry include a transporter license which is defined as a “registered establishment licensed to transport medical cannabis, medical cannabis products, and medical cannabis accessories between medical cannabis licensees, provide logistical services for medical cannabis licensees, or store medical cannabis”. The transporter is allowed to maintain storage facilities for temporary storage of cannabis, cannabis products, and cannabis accessories.
There is currently no fee to submit an application.
A Distributor license allows the transport of cannabis between licensed cannabis establishments. The licensee shall maintain a storage area for cannabis and cannabis products which will be in a separate, enclosed, locked facility and the cannabis or cannabis products will not be stored for longer than 72 hours without written consent from the appropriate Cannabis Compliance Board Agent.

New Jersey has a Cannabis Distributor license which allows the licensee to transport cannabis items in bulk between cannabis cultivators, manufacturers or retailers within the state of New Jersey.

A Distributor license allows to obtain cannabis from licensed cultivators, processors, microbusinesses, cooperatives, Registered Organization with Dispensing (ROD) or Registered Organization No Dispensing (ROND) and distribute the wholesale cannabis products to adult-use retail dispensaries, ROD and on-site consumption licensees. Distributor licensees can also store cannabis products in a warehouse.

A Medical Marijuana Commercial Transporter license allows the licensee to transport medical cannabis and medical cannabis products between other licensed businesses through its licensed transporter agents. Licensees may have licensed premises for temporary storage of medical cannabis and to use as a centralized distribution point. Licensees may also maintain multiple warehouses. The license is valid for one year.
